Legal regulations governing motorway vignettes in Slovakia and the EU.

Legislation of the Slovak Republic

The key legal regulation governing electronic collection, registration of payment and control of payment of motorway vignettes is Act No. 488/2013 Coll. on the motorway vignette and on amending and supplementing certain acts, as amended (hereinafter the "Act"). This Act establishes in particular:

  • rules for collecting payment for a motorway vignette for the use of designated motorway sections,
  • rights and obligations of users of these sections,
  • powers of state administration bodies,
  • powers of the administrator of motorway vignette fee collection,
  • exercise of control,
  • liability and penalties for breach of obligations under the Act.

Related legal regulations in the field of electronic motorway vignettes include in particular Government Regulation of the Slovak Republic No. 410/2014 Coll., which establishes the amount of payment for a motorway vignette for the use of designated motorway and expressway sections, and the Decree of the Ministry of Transport, Construction and Regional Development of the Slovak Republic implementing certain provisions of Act No. 488/2013 Coll. on the motorway vignette and on amending certain acts.

Legislation of the European Union

Legally binding acts of the European Union relevant to electronic motorway vignettes include in particular:

  • Directive 1999/62/EC of the European Parliament and of the Council of 17 June 1999 on the charging of heavy goods vehicles for the use of certain infrastructures, as amended, in particular by Directives 2006/38/EC, 2006/103/EC, 2011/76/EU and 2013/22/EU.
  • Directive (EU) 2022/362 of the European Parliament and of the Council of 24 February 2022 amending Directives 1999/62/EC, 1999/37/EC and (EU) 2019/520 as regards charges for the use of certain infrastructures by vehicles.
